Summary
The Raeyans are a humanoid race that is located on the planet Raeya III in the Raeyan star system in Sector 349. Numbering roughly 25 million in total, because of the Federaton/ Raeayan Treaty of 2381 they are current with Federation Technology. They were a Federation Protectorate until the C'hakilian War in 2378 in which the planet was occupied and annexed by the C'hakilians. After the Federation gained control of the planet back in late 2378, the Raeyans refused to consider themselves an affiliate of any other sovereignty, until 2380 a race called the NOS invaded in sector, killing one-sixth of the population and completely destroying the city of Sereni.

Raeyan Cities
The Raeyan capitol cities are scattered and throughout the continents.
Raeyan architecture carries a high aesthetic value, and most parts of the Raeyan sphere are thoughtfully planned out. The arrival of the Federation in the early 2370's changed Raeyaan culture forever.
The annexation of Raeya III under the C'hakilian Empire brought about some change to the Raeyan cities. While they were for the most part unscathed by the invasion â€" as no significant fighting took place within the Raeyan sphere the C'hakilians built the foundations of industry for use in the C'hakilian war effort.
The arrival of the federation brought advancements in medicine, technology, and education. Many of Raeyans young people actual began to consider leaving the planet to attend the Star Fleet Academy, and experience freedom from their own borders.
Coastal Cities
Martonye

The city rested upon a large hill that overlooked Nantil Bay - one of transparent blue water that shimmered in the Raeyan sun. The hill ended as a peninsula, and it met the bay via sharp cliffs. Upon this protrusion of Martonye was the government district, and it seemed as though gods themselves had crafted it as a miraculous masterpiece. The base material that the buildings were composed of seemed to be a type of sandstone, so from the sky they appeared to be part of an intricate sandcastle. The many unique buildings in the government district shared the common characteristic of sporting a rounded dome, in which the shining color was either a dark red or a forest green. Laid out along large streets with greenery in the middle of them - akin to a parkway - the buildings followed a structured plan.
All the streets and buildings seemed to revolve themselves around a large square in the middle of the district, with one tree lined road leading back to the Mayor of Martonye's palace estate. A stately 12 bedroom three story home, of rock, with a fountain and and gazing pool at the front entrance.
Much has been replaced and rebuilt since the NOS attack of 2380 The square itself was an intricate work of tiles on the lighter end of the color spectrum, and they followed unique designs that revolved around a large stone fountain. The fountain itself has large stone sculptures of legendary Raeyans - mythical and real - that formed the base of the large basin that from a pillar in the middle of it, water spouts in all directions. Facing the square at the top was the largest building in Martony, the capitol.
Large spires protruded from all six sides of the hexagon that were angled toward the center of the slant-roofed building. The front side of the building had many rows of steps leading down towards the square. The building symbolizes the fortitude of the Raeyan race and at the same time their superb aesthetically tastes.
Martonye is the heart of the Raeyan people. Within the city is the government center of the Raeyan sphere. Martonye is also home to the Raeyan Universities and Scholar's center, and the Raeyan Ministry of Education.
The University, founded in 2381, built with aide from the Federation, is a large modern complex, for studies in law, medicine, the sciences, philosophy, and archeology.
Sereni

South of Martonye at the Repithori peninsula is the city of Sereni, which is famous for its storied maritime traditions. Sereni was completely destroyed during the NOS invasion, and its remaining population were relocated to the other cities, while the Federation gathered resource for a massive rebuild of the city. Before the invasion Sereni was major seaport of the Raeyans and is home to most of the exploration vessels. All three coastal cities support a maritime economy, and so Sereni also has its share of sea trawlers and other such vessels dedicated to harvesting the riches of the Fiorel Ocean.
With aide from the Federation the dock has been rebuilt, and a small Federation air base home of the Blue Wolves have been moved to Sereni.
Taimaes

Taimaes is the agricultural center of the Raeyan people. The city has great emphasis on farming, and food production. The farmers and Land owners of Taimaes live their lives in the sun and soil, and many of the Raeyan farms are generational having been passed down for hundreds of years.
Inland Cities
Ayrenis
3 million in city borders, 2 million in regional country-side
Ayrenis is situated on the northern edge of the Katal RauMountains. Its very name means "Gateway," and it overlooks the only major pass through the Katal Rau Mountains and the Zakin Mountains. Beyond the pass lie the great forests and plains that prior to Federation contact, had been but merely explored. On the northwestern edge of populated land, Ayrenis is adjacent to the Deltai River, which flows through the pass. After the Nos invasion many of the Raeyan people were left with out homes or work. Some decided never to return to the life they left behind, and take up lives as outlaws, and pirates. The Katal Rau Mountain are home to many of these people as the high altitudes, and weather conditions make exploration difficult, and the Deltai river, which is deepest and largest on the planet, is treacherous under the best of circumstances.Pirating along the river which outlets to the seas, is notorious, and continues despite the efforts of the Federation and Raeyan Civilian Athorities.
Near Aryenis is the Astiki or “red ridge” mountain region. Given its name because mineral deposits give the soil, the mountainside, and the cliffs a strong red tint. The region is best known for its clear blue deep mountain lakes including the four largest, and deepest lakes on the planet: Lake Onr-eipac, Lake Nai-mad, Lake E'ebelp-ap and the largest and deepest; Lake Nia-tlufec-Inaj.
The mountain area is known for its protected natural beauty, and is home to Raeyan Pacifists, and those who seek to live a more natural existence.
High on the tallest of the mountains, protected by dangerous cliffs, and is a smaller more obscure Lake Redals. Surrounding this lake, in the protection of the heavily wooded mountain, a small community of peaceful purists live in houses made of logs, and caves.
Kanar-at
Located in a desolate area in the foot hills of the Katai mountains, bordering Aryenis is a city of factories, manufacturing facilities, and textile plants.
The cities 2 million workers live in small almost substandard apartments, and work very long hours to pay over priced rents to a group of greedy Lords of industry who own virtually everything in the city.
The city's children are educated in three schools built by the Federation with assistance with funds from the Monarchy of Randa, but many leave the educational system as early as 16 to look for work to bring in money to help the family.
Mihera
2 million in city borders; additional 250,000 in regional suburban style upper class housing.
Mihera is the business and trade center of Raeya 3. A series of modern high rise buildings line its streets. Mihera is home to the five largest and tallest buildings on Raeya 3. The financial district is home to the Raeyan Citizens Bank, The Royal Trade Bank, Reayan Maritime Bank, and the Raeyan Precious Metals Exchange. These three large banks, and the Precious metals exchange have for many years set price controls, and trading margins on Raeya 3. The Citizens of Mihera enjoy a rich urban style life, with shops, theaters, fine restaurants, and Museums.
Just North of Mihera is the mining city of Albaras Albaras is the least glamorous of the Reayan Cities, yet it provides raw materials for the entire populace. Generally, it has been known that the Raeyans in Albaras are somewhat cruder then a traditional Raeyan, who typically carries a calm and solemn temperament. The mines are owned by a Royal Family.
The city itself is comprised of bars, stores, and housing suitable to the population.

The Randa Islands
The Randa Islands are a Monarchy. Ruled by a Holy Monarch, it is the home and playground of the Raeyan Rich and Famous. Along its beaches one will find Casinos, resorts, hotels, and spas. High Fashion, yatching, and fun make it a common stop over for Federation personell on leave.
The islands themselves have been owned by the Sharan Family, are home to hotels, casinos, resorts, spas , and recreational facilities.
Hawkeye Island Marine Base
Donated to Federation in 2375 by the Monarchy of Randa, the Marine Base serves both the Federation and the Raeyan peoples. With the presence of the Marines, the Raeyans are given an extra measure of security, and assistance with internal problems that may occur. The Base is a strategically crucial point for the Federation in the Raeyan Sector. It allows for Marine assistance via quick insertion team , and very important sector border patrol.
Base Facilities
A Space Dock for three ships, and a landing padd capable of holding three more a medical center, Demetri Hunt Star Fleet Air Station: Home of the 106th Blue Wolves, The Michael Brancer Special Operations Training Facility, Shorn Correctional Facility, Maximum security military prison, located located on a separate island North of the base.
Government
The Raeyan Dytaal, or governing council, is composed of the Mayors of Each City, the Prime Minster of The Randa Islands, and a representative of the United Federation of Planets, the Raeayan Ministers of Health, Education, Finance, and Scientific and Technological Advancement. The leader of the Raeyan Dytal is a called the President of the Dytal, and is elected from among the various representatives.
Education
Due to the continue influence of the Federation, from 2375- 2378 the number of applications to the Raeyan University in Maratoyne doubled. In response to these applications the university which traditionally maintained the highest academic standards and was only accessible by the children of the Royal Families, high society, or the financially successful, expanded it’s facilities and began to offering grants and scholarships to a few less fortunate individuals who they deemed capable of their maintaining their tradition of academic excellence.
Public concern grew among the civic leaders regarding the number of applications there were turned down, and in 2379 a committee lead by Dr. Saluaf Yafhof, Minister of Education receiving a grant from the Sharan Family to open higher education facilities, which would include colleges in the major Raeyan cities.
Physical Description
Raeyans are humanoid in appearance, and can be generally characterized as lean and tall. The average male has a height of 76 inches, while the average female height is 70 inches. The gravity on Raeya III is slightly stronger then Earth's, so in comparison to humans, Raeyans have a slight edge in their natural muscular ability. Their skin colors vary from light to tan, with varying eye colors. Their ears are distinct from humans as they have slight ridges in them.
Raeyans have an average lifespan of 180 years, they reach physical maturity at around age 21.
Attire
Traditionally Raeyans dressed in loose green, white or red garments, modernization has taken effect in most cities, the colors, fabrics, and styles have become varied, with the climate and social standing of the wearer.
Mental Description
The Raeyans possess a sharp intellect comparable to any other prominent race in known space. They are telepathic among their own species. They are highly focused and usually very dedicated to whatever they pursue in their lives.
Social Description
The cultural differences of the cities of Raeaya 3 are varied extremely. Largely, the Reayans have traditionally supported the pacifist, but have had to maintain order in their cities through the Raeyan Gaurd, and Naval Security Forces. There are very distinct classes with the wealthier living in larger more stately homes, the less wealthy living in smaller housing units.
History
The Raeyans preserve their architecture and ancient history. In 2384 the Sharan Family donated funds to expand the Great Libray in Mihera, a five hundred level institution which houses artifacts, scrolls, and history of the planet Raeya 3 and the sector. To protect its precious collection The librarians record the material in holograms and house most of the its collection in under ground vaults, which are never opened for viewing.
In 2372 the Federation made first contact with the race which was the first extraterrestrial contact the Raeyans ever had. After establishing Raeya III as a protectorate, the Raeyans enjoyed a tranquil period with their
relationship with the Federation. The Dytaal agreed to lease the Nutarie Island Chain, an archipelago in the North Fiorel Ocean just over the equator, for a period of 100 years. Hawkeye Island was selected by the Federation to serve as an auxiliary Academy campus.
The Raeyans wished not to be modernized by the Federation and rather wished to continue living the way they always had, albeit with a sense of security from interstellar belligerents who would take interest in the newly discovered planet.
Unrest became apparent when in 2377, a Raeyan extremist group known as the Eternal Light committed several low-profile attacks against Federation assets on the planet. There had been reports of a Starfleet operation to route out this group dedicated to the removal of `golems' foreigners, but by all accounts the Eternal Lightwas never taken down.
In 2378 war came to Raeya III. The C'hakilian Empire launched an unprecedented invasion force upon the system and other Federation assets in the adjacent sectors. The Federation fleet in the system was forced to withdraw and the Starfleet Marine Corps forces on Hawkeye Island were defeated in a very bloody engagement. After the first Battle of Hawkeye Island concluded, the planet was promptly occupied and annexed without any more substantial violence.
For over a year's time, the Raeyan people lived under the uneasy rule of the C'hakilians. Unlike the Federation, who had respected the Raeyan's rights to be autonomous, the C'hakilians attempted to assimilate the Raeyan people and culture into their own. C'hakilian researchers took considerable interest in the Raeyans' unusual mental abilities, and there were rumors of unorthodox testing on Raeyan subjects. However, a portion of the Raeyan population was used for merely labor in various industrial facilities around the planet. When the C'hakilians came to dominate Raeyan life, many Raeyans rejected them and came to form a strong underground resistance against the invaders. The core of this group was the Eternal Light, which came to be reveled as a source of hope rather then a source of terror. Continued Raeyan attrition, mainly in the capital city Martonye, led to the C'hakilians beginning a series of crackdowns upon the Raeyans that resulted in several skirmishes in which many Raeyan fighters were killed.
As the Raeyan resistance effort began to break down, the Federation regained control of the system and the planet. The C'hakilians surrendered and an SFMC occupational force deployed throughout the five cities to ensure a smooth transition from a C'hakilian government to a Raeyan government. Unfortunately, the C'hakilian War damaged relations between the Raeyans and the UFP, and the Raeyans became weary of any outside influence. They blamed the Federation for the war coming to their planet, which had always been at peace.
In 2380 war came again with the NOS invasion. Many facilities, and the city of Sereni were destroyed. 1/6 of the Raeyan population was killed another 300,000 people were left homeless. Through Federation diplomatic efforts the planet has been able to rebuild, and the economy has begin to thrive again.
The Raeyan Calendar and Religion
Rather then being based on one God-Head, Raeyan Religion is based on a venue of 12 major deities , Gods and Goddesses who are ever present. Death and birth for the Raeyans are really the same thing. The Raeyans believe strongly in reincarnation, so that when one passes from their current body, they are born into the next. They do not fear death at all, because it is simply passing on to the next life.
Ekimr-ow'k the father creator, a tall man in his late thirties- to early forties with a goatee, one golden ring in his right ear. He is depicted as a warrior, protecting his creation with a staff in one hand, and a long heavy jagged edged sword in the other. His clothing is usually dark green, and black. He is especially attributed to the mountains of Areynis and is often referred to as Ekim the Proector.
Aneirak-mother of the oceans and the seas. A tan slender Rayean female with , with straight brown hair, and large dark brown eyes. She is the Goddess of women and child birth, the matron of witches, priestess, and and fortune tellers. Artist depiction of her has varied little though the years: She wears a simple black dress, just under the knees, cut in a v at the front with short sleeves, gathered at the waist with braiding.
Her only adornment is a gold ring on her left hand with a large Raeyan sea pearl. In most depiction's or statuary the ringed hand is extended palm down, to calm the tides over which she reigns. Ancient scholars believed that the city of Sereni, where her great temple was before the NOS invasion was close to her heart.
Their Children:
Tannerev: Lord of the Night Sky , ruler of the darkness, and commander of the Raeyan constellations. Important to sailors, farmers, astronomers ,and all who watch the night sky. Personified by a dark haired Raeyan young man with piercing blue eyes and and golden rings in both ears. Artist depiction He is also considered the to the God of pirates, all liars and thieves.
Enirehtac -Goddess of the day light , a beautiful thin female figure, with long dark flowing hair that is highlighted by the sun. Her dress varies with period of Raeyan art, earlier depiction's are arms raised in praised in a long gown strapless gown of white. Due to the discovery of ancient cave art on the Randa Island, modern depiction usually shows the goddess in orange with a crown of hollow flowers, which only grow in the volcanic soil of the Randa Islands. This depiction is considered by most Raeyan Scholars to be the more accurate depiction. As Summer passes across the planet, it is said that the Goddess lives in flights of fancy, chasing one lover after another. During the cold months and when it rains, especially during heavy storms at sea, it Enirehtac has been spurned by her lover, and is mourning. The Raeyan Summer is her season of glory, and she is the Matron Goddess of the Randa Islands, lovers, and joy.
Nefest-- “The Prosperous Child” God Of currency, minerals, and trade.
A young Raeyan male about 14, with very short light blonde hair, blue eyes, in a white tunic of rich white with a golden sash, 10 accounting scrolls in one hand, and 10 coins in the other. His serious expression denotes that watches over all trade and dealings in currency with a scrumptious eye, and will curse any who do not deal carefully. His image appears on ancient Raeyan currency, as well on buildings were Raeyan financial dealings take place. To be curse by Nefest, means to wish financial doom on the one being cursed.
Other Gods: D'nommah-Xela'T -” The Wise Brother “ brother of Ekim, god of scholars, astronomers, and explorers. In artwork and statuary Personified as a very tall Raeyan male with short redish- brown hair, and a slight beard, he usually wears the gray clothing of scholar, and sandals carrying scrolls and a small telescope.
Lr'igass-yL –Goddess of Artists , sculptress, architects, dancers, musicians, actors, and actresses. Usually personified by a timeless , voluptuous woman with very long blond curly hair flowing freely over her bare shoulders. She has light gray eyes, and usually wears a bright yellow fitted dress, and bare feet, with silver chains with charms of musical notes around neck, wrist and ankles. She is also considered the goddess of parties, parades and celebrations. Often during Rayean holy days statues of Lr'igall-yl are carried through the streets on beds of flowers. She is special to the gallery and theater districts of Mihera.
She is married to L-LeN noCcm, the Raeyan God of Justice. Thier three daughters are the Raeyan Goddeses of Naiada "Faith", lL'aaau "Hope", Pasja " Charity".
Vowels made to and before Lr'igass-yL, are said to be sacred to the Raeyan people. The Monarch of Randa are married under the statue of Lr'igass-yL, because breaking a vowel to her will incur the rath of her husband L-LeN noCcm,
Recn'arb-neg-jam The god of Raeyan Sailing Vessels. Very important to the Raeyan people as much of their lives are centered around he sea and Maritime traditions. In Raeyan Recnard has a vicious temper and any ship that sailed on the seas without giving proper homage to recnard was subject to sinking by his wrath. Artists depiction's vary, but he is usually considered a sturdy looking young Raeyan male of slightly less than average height with tan skin, dark hair, and piercing black eyes. He usually is depicted as wearing hard wearing sailors gear, of brown or black, and thick study boots. The sea was the home of Recnarb, where he could over look all the vessels sailing in it.
s-el' rahc' – God of Agriculture and food production. The Patron God of the city- state of Taimaes, where every year after the last of the harvest is brought a huge bon fire it lit in his his honor. He is personified as a young man of less than average height, strong build, with medium short hair , and hard brown eyes.
His body is muscular and tan from the work he does in the son, and he wears the clothes of the farmer: simple garments of brown or tan, and strong shoes.
En-ots'yerg-T'nuh --- “ T'nuh the healer” God of Medicine and sciences.
Personified as a young male dressed in white, loose fitting surgical garb, short hair covered by a blue capt, and radiant black eyes. Usually personified as sitting in contemplation.
L-LeN noCcm The Raeyan God of Law and Justice. His image is found above the Raeyan courts, and he is the father of the Raeyan Guard. Personified as a tall male, with short dark curly hair in garment of blue and red.
