Originally a Marine Base, Hawkeye Island has become the headquarters of Starfleet in the entire Raeyan Sector. With the departure of the 2nd Marine Expeditionary Force the base has had a revolution of sorts. With an increase in focus on command and less on a forward base, the base has seen more civilian and diplomatic functions than ever before. Now tasked with the command of the Fourth Fleet's Task Force 58, Hawkeye is the flag-bearer of the Federation and Stafleet in this heavily contested and active area of the Beta Quadrant.

Base Overview
The island of Hawkeye, part of the Randa Island chain, on the planet Raeya 3 was donated to the United Federation of Planets in 2376. Measuring roughly 37 km long and 40 km wide with a coastline measuring 59,736 meters, a base was built shortly after, which gave the Federation a large marine presence in the entire Raeyan Sector and also gave the Raeyans themselves a sense of security. It was also home to the 2nd Marine Expeditionary Force until late 2384, when a transfer of command also made Hawkeye Island the head quarters of the Fourth Fleet's Task Force 58.Situated in the tropics on Raeya 3, Hawkeye shares many other geographical similarities and the other Randa Islands, such as a long beach along the western side of the island. The base itself is home to over 50,000 officers and anywhere from 4,000 to 6,000 civilians work on base as well. Since the departure of the 2nd Marine Expeditionary Force, the number of regular Starfleet officers is more than half of that of the Marine population. It also boasts extensive defensive systems, with dozens of weapons platforms all over the island and has a shielding system to cover the entire island from orbital attacks. Three starships are attached to the island, the USS Devestator, USS Kilo, and USS John Glenn. Along with the capital ships, 25 various classes of runabouts, 40 shuttlecraft and the 106th Blue Wolves fighter wing are assigned to Hawkeye. While Starbase Bravo orbits the same planet the base is on, Hawkeye has a small orbital facility that can cater to the basic needs of up to four Sovereign Class-sized starships visiting Hawkeye or even Raeya 3 in general. On the island itself, there's enough room for 8 Intrepid Class-sized ships to land and receive supplies. The base also has a complex power system, having a dozen matter/antimatter generators providing the primary power for the base.
Island History
Donated by the Sharan family, the richest Raeyans on the planet, in 2376 the Federation built a Marine Base on the island shortly afterward. Since Raeya 3 is not a member world, but within the Federation's territory in the Raeyan Sector, the Federation is actually on the planet by privilege.
The base has exchanged commanding officers and task forces many times and mostly commanded by the Marines, expect for one instance when a commanding officer, unfortunately, died. During the C'hakilian War, the entire Reayan System was occupied by the C'hakilian Empire. During that time, General Dimitri Hunt commanded the base and the 2nd Marine Expeditionary Force. When Federation forces took back everything in the system, including Avalon Fleet Yards, Raeya 3, however, still remained under C'hakilian control. A coordinated plan to destroy the underwater base through subversive strike craft succeeded in destroying the bulk of the C'hakilian's hold on the planet. The battle cost nearly 250 Federation lives.
The C'hakilians agreed to surrender, with their only hold on the planet being Hawkeye Island. However, they simply used it as a ruse to ambush the landing party that was sent to sign the agreement and launch a last ditch offensive against the Federation. While the other C'hakilian generals surrendered, the one in charge of Hawkeye still fought. However, the situation was dealt with and the island was put back into Federation hands.
Hawkeye Island has been commanded by several commanding officers. Their names were William Coast-Endas, Janice Fultain, Amanda Lee, Dimitri Hunt, and most recently Rae Ann Worth.
Christopher Johnson takes over
With the transfer of command, in late 2384, from Colonel Rae Ann Worth to Vice Admiral Christopher Johnson, where the island base became the HQ for Task Force 58. Additional facilities are being built for the command of the Task Force. The base has three starships assigned to it, the USS Devestator among them, which was Johnson's previous command.
A month later during a staff meeting, the crew is surprised to find out that Eric Winters took over the day-to-day operations of the base under the title of Director of Base Operations. The island, however, is starting the calm down, with almost no more resistance from the locals. The command crew finally settle into the base, while some waited for construction of the command base to finish. The Diplomatic Corps, under a Raeyan Specialist, attempt to smooth over relations with the Raeyans that took a very sharp and quick downturn after the hurricane incident.
Marine Force History
In late 2384, the old command crew took the the 2nd Marine Expeditionary Force with them to Caesius when they left Hawkeye on Raeya 3. As a result, the 1st Raeyan Sector Marine Division was the new division assigned to be their replacements. The replacement marine division is essential for fleet operations throughout the Raeya sector and must be ready to deploy at a moments notice.
Although the base had traditionally been devoted to marine operations, there has been a recent slide to fleet operations with the command base's construction. Main base operations are being overseen by Vice Admiral Christopher Johnson. Day-to-day operations of the base are under supervision of Eric Winters, Director of Base Operations.
Main marine operations are now under the command of Marine Base Commandant Major Tom Bertlos. Bertlos was the previous Marine Commanding Officer on the USS Devestator.
Even with fleet operations taking a large role on the base, the marines still out number the Starfleet forces on the island. The combat division is roughly 25,000 with another 5,000 doing various office works. The non-division marines include those who work in flight operations, engineering, JAG, and research and development, while medical and security marines are also present.
106th Blue Wolves
The 106th Fighter Wing, or more commonly known as the "Blue Wolves" is assigned to Hawkeye Island. The Blue Wolves have been part of the island base for years, and when the base transferred its command to Vice Admiral Christopher Johnson, the flight control department and the Blue Wolves were consolidated into one department: Flight Operations. While the Blue Wolves are still a separate entity on Hawkeye, the wing leader now reports to the Chief Flight Operations Officer. Unlike most departments, and like Flight Operations, the Blue Wolves are mixed, in that it consists of both Marine Corps and Starfleet personnel. However, unlike Flight Operations, which consists primarily of Marine personnel, the Blue Wolves has almost exactly half Marine and half Starfleet personnel. Before the switch, the Blue Wolves were comprised entirely of Redemption Class ships, but now boasts more variety in its ship complement.Based out of Dimitri Hunt Airfield on Hawkeye Island, the Blue Wolves have unique working conditions. Rather than having something like a Star Fighter department, the pilots are a part of Flight Operations on Hawkeye. The Marine pilots wear standard green and the Starfleet pilots wear standard red, instead of white or something else. The branch difference aside, Starfleet and Marines work seamlessly with each other in the Blue Wolves, and they only use that difference to separate into two teams for training exercises. In fact, when the Blue Wolves do large scale exercises with itself, Starfleet vs. Marine, the Raeyan casinos on the rest of the Randa Islands have places that will set up the exercise like a sports book, having people bet on any number of things, like which branch will win, or which pilot will score the most kills all while watching it in real time.
Office of the Judge Advocate General
The Raeya and Hawkeye Island's Office of the Starfleet Judge Advocate General (JAG) is the legal arm for Starfleet on Raeya 3 and the Raeya Sector. The Office of the Judge Advocate General primary goal is to enforce the Uniform Code of Military Justice and intergalactic law.
The Office of the Judge Advocates General serve primarily as legal advisors to the command of the Starfleet base on the island. Their advice may cover a wide range of issues dealing with administrative law, government contracting, civilian and military personnel law, law of war and international relations, environmental law, etc. The office also serve as prosecutors for the military when conducting courts-martial. They are charged with both the defense and prosecution of military law as provided in the Uniform Code of Military Justice.
