The C'hakilian Empire is one of the major political powers in the far edges of the Beta Quadrant. It has been through many conflicts with other powers in the region in the past twenty years.

Summary
The C’hakilian Empire was founded in 2286 after the C’hakilian race had launched their first waves of deep space warp capable ships in 2253. During a twenty year period the C’Hakilians encountered a few races, it wasn’t until 2286 that the C’hakilian military finally brought in to their order the Androgans, they were latter followed by the race called the Oolanari which aided in greatly improving C’hakilian technology. The Empire was finally founded in 2296 after it established several colonies and had six member races, the Androgans, the Oolanari, the Nikashi, the Khazi, and the Selanora. These five races were made members of the C’hakilian Empire alongside the C’hakilians. The Empire from there remained within its own territory developing the worlds it had control of before expanding further.
The C’hakilian Empire made first contact with the Romulan Star Empire in 2371 followed a year later with contact with the Klingon Empire and contact made with the United Federation of Planets in late 2375 after the end of the Dominion War.
C’hakilian Political System
The C’hakilian Empire is ruled by an elected official. However, that official has supreme executive power while he is in his position as the monarch. Under the Emperor is a large parliament, with three delegates from each recognized planet within the Empire. The people of each planet elect these delegates every decade. However, the Emperor is elected by the parliament every twenty years. For the election to pass, though, a representative from each member race must vote on whether or not to accept the election. There is no Khazi representative since they, as a species, just aren’t intelligent enough to make an informed decision. Of the panel of five reps (one of each: C’hakilians, Nikashi, Androgans, Oolanari, and Selanora), three must accept a newly-elected ruler as the new Emperor. The only power that Emperor will not have is to dissolve this system, and he can be impeached.
C'hakilian Empire History
C’hakilian Warp Capability (2250s-2290s)
After numerous warp field tests the C'hakilian race launched several deep space warp ships and made contact with the Androgans. This species was quite a resilient race to bring under rule, this race put a kink in the C’hakilian plans because, one, they were the first sentient race with which the C’hakilians ever came in contact and, two, because the Androgan droid armies were quite effective against the first waves of C’hakilian troops. However, the lalachan proved itself extremely successful against the drones, especially since less power was needed to kill a droid than that which was needed to kill an organic soldier. The Androgans were unable to produce drones quickly enough to replace their losses, and the Androgans themselves were too cowardly to put up a fight themselves. Once the Androgan drones were put down, complete C’hakilian rule was quickly established.
The Oolanari were the next race the C’hakilians encountered and found this race to be more intellectually challenging then the previous race. The Oolanari were a people content to stay within their own home system. At the same time, they greatly expanded their knowledge of warp field mechanics. A slow, but steady, C’hakilian military expansion caused the first contact between the Oolanari and C’hakilians. Threatened by the overwhelming C’hakilian forces, the Oolanari bowed to the C’hakilians as servants. Integration of Oolanari warp engines into the C'hakilian armada caused a rapid period of expansion for the C’hakilian Empire.
Founding Years of the C’hakilian Empire (2290s-2300s)
A few years after the conquest of the Oolanari, the C’hakilians came upon their first N-class planet. Once can only imagine their surprise as discovering sentient life on such a planet. The Selanora did not resist C’hakilian rule. Rather, they saw the C’hakilian Empire not as a threat, but as an opportunity to broaden their horizons and increase their sphere of influence.
After the Selanora’s membership in to C’hakilian rule the C’hakilians encountered the Nikashi. The Nikashi are a secretive people, so little is known of their society before C’hakilian rule. After learning of the Nikashi arts of war, the C’hakilians chose a less direct method of controlling the Nikashi. This was after losing countless lives in intelligence, covert ops, and shock operations: one C’hakilian executor also fell prey to a Nikashi assassin. Rather than lording over the Nikashi as masters, the C’hakilians decided to accept the Nikashi into their society as intellectual peers and military minions. The Nikashi were content with that relationship and have lived in general symbiosis with the C’hakilians on a racial scale.
Shortly after contact with the Nikashi another race, the Khazi were discovered. When the C’hakilians found the Khazi homeworld, they found the perfect, easily exploitable, low maintenance worker. The Khazi were a pre-warp society, but they were very industrious. Amazingly efficient workers, the Khazi had a gigantic, ordered society with an extremely sophisticated network of terrestrial and sub-terranian roads, tunnels, and municipal areas. C’hakilian ground troops were not successful in the campaign to take over the Khazi. The reason for their failure is the most prominent Khazi war tactic: relentless, mindless waves of Khazi troops. In the end, however, the Khazi came under C’hakilian rule.
By the middle of 2296 the C’hakilian Empire was formally found with the six races being dominated by C’hakilian rule for the greater good of order in the region as well as for the C’hakilians’ belief of there is a purity of usefulness for which each of their member races must be used.
Development of the Empire (2300’s to 2370s)
For the next seventy years the C’hakilian Empire built its military capability as well as forming various colonies and bases within its space, creating essentially a strong hold for the Empire. Through this time the C’hakilians made contact with the Krazzle Empire. Several border skirmishes occurred between the two powers, before either side finally admitted that neither could defeat the other in an all out war, so a non-aggression pact was signed with a border formalised with outposts and listening stations placed on either side to maintain the peace between each power.During the middle of 2371 a lone Romulan warbird encountered a C’hakilian Corvette. The Corvette was no match for the warbird, however the warbird decided to engage its cloak and observe the craft for a long time. The Romulans noted that the alien vessel was unable to detect them under their cloak, creating a tactical advantage over a new species. No official words were exchanged between the two races, however the Romulans did commit several ships to gain intelligence on this race. The Romulans deemed the C’hakilians a threat, but not one that immediate action was required against them.
Six months later and the Klingon Empire heard of a new race the Romulans had discovered, one that could possible be a challenging enemy for the Empire to do battle with. Several Klingon ships engaged a C’hakilian warship, the warship managed to hold up a strong fight and destroyed two Birds of Prey nevertheless it was outgunned and outnumbered and fell victim to the Klingons. However the rising threat of the Dominion the Klingons, like their Romulan neighbours focussed on the Dominion more then the C’hakilians.
With the Dominion War over the C’hakilians were later encountered by the Federation while an Intrepid class ship that was on a survey mission in the Beta Quadrant. A C'hakilian ship destroyed the Federation starship in a short battle. The next meeting between C'hakilian and the Federation happened eleven months later over Risa. The USS Agamemnon, commended then by one Captain William Coast, was sent to Risa escorting a Federation Diplomatic aid. Coast's shuttle was attacked while on its way to the planet. Omega Squadron from the USS Mahan went into action against C'hakilian Corvettes while the USS Mahan and its support ships USS Hussar and USS Dragon fought a battle in space. The C'hakilians retreated, but not before a short conversation between Captain Coast and Jejkiln Hilianu. Captain Coast was the first and to see what a C'hakilian looks like.

Shortly after the end of the Dominion War, Starfleet Intelligence learnt the possibility that the C'hakilians were in league with the Romulan Empire. It is felt by the C’hakilians they can begin to launch successful attacks against the Federation and it allies with moderate support from the Romulans. The C’hakilians capture and destroy some Federation ships, and later launch a successful invasion of sector 421, claiming control of the surrounding space. The C’hakilians continued their push until they captured Avalon Fleet Yards and the Raeya system. Starfleet establishes a temporary bivouac at Klach d'kel Brakt, at the invitation of the Klingon Empire. This puts them much closer to AFY for the pending counter-attack. Starfleet later assembled a fleet of some 500 starships with the intention of taking back the Reayan Sector and surrounding territories. Reports reach Klach d'kel Brakt of C'hakilian attacks on the Klingon Empire, drawing the Klingons into the A squadron of Federation starships is dispatched to Klingon Defence Outpost 12 to re-enforce Klingon forces already there, and prevent a wedge being driven between the main assault forces currently gathering to counter the C'hakilian threat. Starfleet re-establishes Task Force 21, consisting of elements of 20 starships from the fourth fleet depart Klach d'kel Brakt on a covert mission to gain a C'hakilian supply base and to use it as a base of Operations for the war. After a long fought battle the C'hakilian supply base falls to the Federation fleet its main defenders were drawn off into the attack on Klach d'kel Brakt. Amongst the wreckage, a boarding party manages to capture a C'hakilian PSP it is immediately sent to a safer location. A Federation-Klingon fleet arrives at KDF Outpost 12. This fleet will form the basis of the invasion fleet which will be assigned the task of retaking Avalon Fleet Yards. Starfleet begins construction of a new forward outpost near to C’hakilian territory, and is called Starbase 611. This new bases cause concern for the C’hakilian who at the same time must deal internal strife within the empire, and possibly outright civil war. The C’hakilians send a large fleet to bear down on Klach d'kel Brakt. In a daring move, the Allied fleet gathering at Outpost 12 is split. Half are dispatched to Klach d'kel Brakt to assist the Klingons in repulsing a major invasion fleet, while the other half drive on to Avalon Fleet Yards, which has been left only lightly defended by the major push on Klach d'kel Brakt. A Federation battle group begin the assault on the Reayan Sector (Sector 349). Most resistance is in the form of Automated Drones. C'hakilian capital ships are in short supply, as intelligence all over the war indicates a lack of manpower and resources has hindered their war effort. The C’hakilians soon lose control of Avalon Fleet Yards to its former masters and soon their forces at Klach d'kel Brakt are repulsed. It is at about this time that the Romulans quietly drop support for the C'hakilian invasion. They are not ready for an all-out war with a resurgent Klingon Empire, who are spoiling for a fight at this point. The last major battle of the war occurs as elements of the C'hakilian Empire attempt a last ditch effort to prevent Starbase 611 from going operational. The assault fails as several Federation Ships have just arrived at the starbase for defensive purposes.Six months later and a peace armistice is signed between the Federation-Klingon alliance and C’Hakilian Empire.

Post Federation-Klingon Alliance War
During 2378 to 2380 the C’hakilian Empire took this time to re-affirm their peace treaty with the Krazzle Empire and rebuild what they had lost during their war with the Klingons and Federation. At the time they needed to resolve a public up rise against their military and keep their borders closed and tightly secured from any outside intrusion. During this three year period the C’hakilians demonstrated what many in the Federation called a "split personality” routine when dealing with the Federation, one they were hostile towards the establishment of Starbase 611 as well as the colony on Kovar while at the same time they were also engaging in peaceful contacts.
In late 2379 a high flag ranking officer of the C’hakilian military began to work on creating a separate force from the rest of the C’hakilian fleet, deploying it in a secured system close to the Federation border but far away to prevent any Federation sensors from scanning the system. Here these task force was built with the latest technology the Empire had to offer. It was also here where three prototype battle cruisers were built. With secret and unofficial support from the Romulan Tal Shiar, these ships within this task force were provided with stealth like technology within their shield grid to help them hide from long range scans.
The Armistice Crisis
At the start of the next year this task force went on active duty, and without support from the Emperor launched an incursion within Federation space against Starbase 611. During the journey to the Federation station one of the battle cruisers had to fall back due to engine problems and was forced to take refugee in orbit of a planet within the neutral zone.The attack against Starbase 611 was a success for the C’hakilians as they were able to destroy almost three quarters of the station as well as several Federation ships in the area.
Starfleet’s Bravo Fleet's Task Force 21 quickly responded and launched a counter-defence operation in securing Starbase 611 and the surrounding region. Two months later the whole task force was assembled at Kovar as it launched two attacks against the C’hakilian forces that attacked them at the beginning of the year. One group destroyed the C’hakilian’s base of operations and fleet yard where the battle cruisers had been constructed, while the other group engaged a majority of the C’hakilian forces in the Lantra system. The C’hakilian forces were completely wiped out, gaining another success for the Federation against the C’hakilians.
Viral Outbreak
It was during this crisis that the Empire itself had been colonizing several worlds close to the Federation border. One of the worlds colonized discovered ruins from an unknown civilisation that had apparently died out on the world. However one of the teams soon found a medical centre of sorts and was quickly infected by a virus. It was later discovered it was this virus that infected this race and killed them off. Instantly the virus mutated to solely attack C’hakilian DNA. It was not long until many worlds were being plagued by the virus.
The C’hakilian Emperor apologised publicly to the Federation and it allies for the recent conflict and requested a full pardon for the grief their military had done to their neighbours. Knowing that it was best to forgive the Federation accepted the apology and allowed a full pardon. The C’hakilians drew up a new border and closed off their space from all outsiders for good to concentrate on dealing with the virus.
Present Situation
The virus continues to plague the C’hakilian Empire, with the C’hakilian race being the only ones being infected. By the middle of 2383 it was estimated that to date the virus had killed over a million C’hakilians. This has caused a political change within the government as the other races are beginning to take a more equal share in dominance over the C’hakilian’s control on how the Empire is being run.
It has become apparent that the Federation and Romulans have had numerous intelligence teams performing reconnaissance missions within the Empire to find out more about the virus and the status of their strength. A few skirmishes have occurred with the Federation and other local governments but nothing that has brought the C’hakilian Empire to war.
The fate of the C’hakilian Empire is in the balance.
Technology
Compared to the Federation the C’hakilian Empire is near to being as equal on how advanced their technology is.
Ships
Battle Cruiser Class
To date there have only been three of these ships built. The Battle Cruiser class is the C’hakilian Empire’s premier class of ship to enter service, however the construction of this class requires a large amount of resources used. All three ships constructed participated in the Armistice Crisis and were all destroyed by Federation forces by the end of 2380. This class has not re-entered production due to the lack of resources and the fact the class suffered heavy engine failure during its active service.
The class is close to being as big an Intrepid Class starship. These ships were armed with four powerful disruptors canons as well as a more powerful refined protomatter stream projector (PSP). See Below
Warship Class
The Warship class is roughly four fifths the size of a Defiant Class starship, but is much more heavily armed. The Warship is a good match for a Prometheus Class vessel in a pitched battle. Four heavy pulse phasers mounted in the front of the ship pack a punch that is comparable to the phasers on a Defiant. Two aft torpedo launchers can provide good cover for retreat and the forward launch tube fires anti-matter warheads much like the photon torpedo. These by itself do not make the warship class the fearsome ship it is known to be. The most powerful weapon on the attack ship is the protomatter stream projector (PSP). See Below
Corvette Class
The Corvette Class has two heavy pulse phasers which are mounted on a rotating turret. One is on the top; the other is on the belly of the ship. The Corvette has a sleek design, and can manoeuvre well in atmosphere. Its main duty is to act as an anti-fighter weapon platform using a point-defence system. The anti-fighter weapon is a tractor/repulse beam that rips at a fighter's structure This weapon is nearly useless against large ships that have more powerful structural integrity fields. Federation fighters, however, have weak ones. Many of these weapons line the hull of the Corvette. The Corvette is roughly half the size of the Warship class.
Fighter Class
C’hakilian fighters do not have pilots. The C'hakilians have developed a complex computer system able to match abilities with a good Federation pilot. The computer, however, will use mostly the same tactics throughout a battle, making it easy to guess its next move. Because of this, partial memory wipes are needed after a few battles; memory wipes cause a fighter to lose its experience and some of its fighting ability, but do not allow for the computer to obtain bad habits. The fighters work in much the same way as the orbital weapon platforms used by Cardassians during the Dominion War, but have their own internal power source. The Fighters are smaller then the old Razor Class fighters employed by the Federation.
Space Structures
Space Stations
The C'hakilian Space Station once completed is a huge complex armed with two PSP's, a point-defence system, and sixty disruptors that are the C'hakilian equivalent of Type-X Phasers. There is an average of five squadrons of droid fighters (sixty fighters). A garrison of six hundred troops man the station along with twelve hundred regulars. Regulars are the people who run the day-to-day activities and have approximately the same military structure as their Federation counterparts. On average, a garrison of three attack ships also protect the station.
Weapon Technology
Protomatter Stream Projector (PSP)
The PSP uses the unstable substance protomatter, the same substance that makes the Hellfire Torpedo so powerful. Along with protomatter, charged photons are fired from the projector. The protomatter is not effective against shields, but an average of 50% of the weapon pierces shields when at full strength; modulation does not affect this figure much. Sometimes, a few of the protons sent in the stream change the armour of a ship into antimatter, causing much more potent destruction. The other element of the PSP is unknown, but it causes the protomatter to react with a ship's armour and cut away at it. This same element of the PSP reacts with shielding systems to open holes in a ship's shields, allowing more protomatter to come in contact with the armour. The unknown substance is believed by some to be Borg technology.
One shot from a PSP caught the USS Mahan off-guard and destroyed torpedo control. However, the Mahan collected useful data about the weapon and has figured out a way to maximize shield efficiency against such a weapon.
Disruptors
The C'hakilian Empire uses a disruptor type weapon on all their crafts had have relied on this technology for a long time. The current type of disruptor is similiar in power to the Federation's Type-X Phaser array.
Pulse Phasers
Pulse phasers are a new technology to the C'hakilians, as the physics behind phasers are not as well researched by the C'hakilian scientists as they are by Federation scientists. The weapon in the Warship Class is the same size and is just a powerful, but the recharge time is half again as long as the Type-U Pulse Phaser used on Defiant Class ships.
Lalachan
A hand-held weapon used by C'hakilians the same way the Federation uses phasers. It is based on electrical technology. There are four settings.
- Temporary Stop person hit loses use of his/her muscles. He/she will recover full use of functions in a matter of minutes.
- Disable same thing as level one with brief unconsciousness added. Recovery after a few hours.
- Shock person is knocked unconscious and mental shock occurs. This can lead to death if no medical attention is administered.
- Kill Brainwaves stop and all electrical activity ceases within a body. Some parts of the body may melt (e.g. hair and skin directly hit).
The Lalachan can cut through rock and metal by melting the substance. The Lalachan can be narrowed to be used only on certain parts of the body as a form of torture.
Slug Shooter
This is old technology, but it is still very useful (and deadly). C'hakilian recon teams love this weapon because it does not give away the team's position. However, they have not yet designed anything like the advanced sniper rifle that Starfleet has.
Defence Technology
Shields
C'hakilian shields are pulled tightly to the ship to make the ship as small a target as possible. There are multiple generators for the shields on the attack ships and corvettes, making any chance of a lucky shot taking out the shields impossible. The shields, when compared to modern Federation models, are only seventy percent as effective.
Propulsion Technology
Warp Engines
The single engine design the C'hakilians use is confusing to Federation engineers at this time, but they are believed to be at least twenty percent more efficient than Federation designs due to a more streamlined warp field.
